What is NAPS ? (Features, Benefits)

National Apprenticeship Promotion Scheme (NAPS):

The Government of India introduced the National Apprenticeship Promotion Scheme (NAPS) in 2016 to augment the involvement of apprentices across diverse industries. NAPS aims to ensure high-quality training and offer financial incentives to create a win-win situation for employers and apprentices.

Importance:

Apprenticeship training is one of the most efficient ways to develop skilled manpower for industry by using training facilities available in the establishments without putting any extra burden on the exchequer to set up training infrastructure.

Apprentice:

An apprentice is a person who has entered into a contract of apprenticeship with the employer for apprenticeship training under the Apprentices Act.

Apprentices Act, 1961:

Well-developed apprenticeship system supported by legislative & administrative arrangements.

Key Features

  • Acquisition of Skills
  • The program's main objectives are to raise the caliber of apprenticeship training by creating assessment bodies, standardizing curricula, and encouraging skills that apply to the workplace.

  • Financially:
  • Employers can receive financial support from NAPS to hire apprentices. Up to ₹1,500 per apprentice per month, the government reimburses 25% of the stipend paid to apprentices.

  • On Portal:
  • Employers can register, post openings for apprenticeships, and monitor apprentice progress through the easily navigable NAPS online portal.

  • Apprentices cannot participate in Union activities.
  • Fills the skills gap that exists within their current workforce as apprentices begin to learn sector-specific skills from day one.
  • Employers can have a training program relevant to their requirements
  • Apprentices while learning, also contribute towards production.
  • Expenditure on engaging apprentices more than 2.5% can be booked under CSR liability/funds.


Third Party Aggregators(TPAs):

TPAs assist companies in facilitating their Apprenticeship Programs Services Provided by TPAs:

  • Mobilize relevant candidates and counsel them to undergo apprenticeship training
  • Arrange the basic training under the Apprenticeship Act through Basic Training Providers
  • assist the establishments in getting approval for Basic Training Centers (BTCs)
  • assist the establishment in designing courses
  • Portal Management
  • furnish all the returns
  • submit reimbursement claims on behalf of the the establishment towards stipend paid
  • ensure compliance with all formalities by the apprentices for appearing in assessments and examinations
